Replacing the bottom course and re-setting the posts is far cheaper than waiting for the lot to go. I build low walls and edging — the sort that hold a garden bed or step a back yard down a level. Anything taller than about 600mm, or holding up something that matters, wants a council check and an engineer's design before anyone starts, and I'd rather say that at the quote than halfway through. Drainage behind the wall is what makes it last, so it goes in.
